“The North, RSC scrutinised noise nuisance linked to the Housing Ombudsman spotlight on noise report. The aim was to assist Clarion review its ASB policy in relation to noise nuisance. Members wanted to support Clarion reach high standards laid down by the Housing Ombudsman when tackling noise nuisance cases. We reviewed policies and procedures, website information, and facilitated staff and resident focus groups. Members researched how other landlords tackle noise complaints and noise solutions and considered support options for residents experiencing noise nuisance. We also considered value for money implications, the impact on Clarion’s reputation if cases aren’t dealt with efficiently and the future expectations of the Ombudsman. Eight recommendations were suggested and agreed, resulting in the development of a Good Neighbour policy and Good Neighbour code, increased use of the “Noise App”, an increase in staff training, website information, residents support options and the introduction of noise transference solutions.
The next scrutiny exercise will focus on Clarion’s bereavement policy.”
